Actually if a man has high Estrogen levels whether it is from drinking, drugs or abuse of AAS he will develop female pattern fat deposits, even if real glandular breast tissue does not develop.(Tits, ass and saddle bags)
Same with woman who have high Testerone levels like say from abusing AAS,they will eventually develop male pattern fat deposits (beer belly)
Anti-E for a man will definitely help with this if it is just cross gender fat deposits.
Of course if actual glandular breast tissue has developed then surgery will be necessary but an anti E will reduce the effect.
