Unfortunately he does. On his own - His is a great physique - Can’t stand in a line up with other top pro’s & Stand out. I was quite surprised how much he didn’t impress in a Lineup.

And I believe you're thinking of Alexey Lusokov, or somesuch *shrugs* He had absolutely insane pec development and big arms, but rather weak wheels and, iirc, inconsistent conditioning. He was also quite short.
