Mine was 209, and I'm also 28. The doctor said you should be above 600 at our age, and that anything below 300 is extremely low. He pretty much made it sound like I could start growing a vagina at any moment.
Despite that some folks might want one, I doubt low testosterone can result in one growing a vagina. Interesting thought though. Transvestites might get the wrong idea and do something to lower their testosterone levels.
Low testosterone generally results in fatigue and loss of muscle mass, perhaps some weight gain, especially fat. But a vagina? Don't think so.
