Yes. People who take care of them in institutions can't leave down's males /females alone, otherwise they have sex. With other types of mental issues or palsy it's not so prevalent.  I am not an expert though..

We had some in our high school special Ed department/classes. One day during PE we found two of them fucking in the room in the grand stands that housed the cushions for pole vault and shit like that. They got up and the chick had some of the fluff from the inside of the cushions on her stomach and crotch. They just looked at all of us and the teacher came over embarrassed for them. Crazy.

Maybe it is fine...that said, I think things are way too Woke these days.
