The U.S. military has reported a "significant" confrontation with Iranian Revolutionary Guard boats that "harrassed and provoked" U.S. naval ships. Why would Saddam refuse to allow UN Inspectors to look for WMDs when there were none? Why would he continue to bait the international community into supporting sanctions against his country and people when it was not in the best interests of Iraq to do so?
