He absolutely is.  Biden's camp is full of Obama's people.  Obama is the only POTUS in modern history to stay in DC after leaving office.  Why is he there?  He's from Chicago.  His presidential library is being built in his hometown of Chicago.  He has property in Hawaii.  His kids are not in high school.  There is no other reason for him to be in DC other than running his third term through the current nursing home POTUS.
