To a certain extent, you can operationalize uninvited "physical contact." But how do you operationalize uninvited "verbal contact or engagement?" What's considered "uninvited engagement?" Not being no more than 3 feet from a woman? 4 feet? Furthermore, what is considered uninvited "verbal engagement?" What if a man at work asks a woman co-worker to go out to to lunch (many colleagues eat lunch together). Is this considered "uninvited verbal engagement" because the women didn't ask the man first? Hence, it is "uninvited."
