Many times in the bible the word "fear" is used meaning reverence...especially in certain contexts when referring to God.
Leviticus 25:17
Ye shall not therefore oppress one another; but thou shalt fear thy God:for I am the LORD your God.
Deuteronomy 8:6
Therefore thou shalt keep the commandments of the LORD thy God, to walk in his ways, and to fear him.
Deuteronomy 10:12
And now, Israel, what doth the LORD thy God require of thee, but to fear the LORD thy God, to walk in all his ways, and to love him, and to serve the LORD thy God with all thy heart and with all thy soul,
Proverbs 1:7
The fear of the Lord is the beginning of knowledge,
but fools despise wisdom and discipline.
But of course in some instances it means fear in the way you are thinking.
