How would you enforce driving under the influence or other related issues, since Blood tests are not available for police officers at the scene of an accident.

Great question.  That would be a problem...and is an issue for most drugs outside of alcohol.  Urine test is easiest but guess you can't just piss test at roadside.
If we can't get around that issue, then marijuana needs to have a very low penalty.  The fact is that it is medically less dangerous than alcohol (and I don't even smoke).

You may be shocked to hear me say this, but i agree with obama if he tries to legalize pot.  I have never even smiked a cigarette in my life, let alone pot. 

However, the police state that has been created is just unacceptable and the costs of cops, judges, DA's, prisons, etc, is just outrrageous as far as the taxpayer is concerned.

Again, pure theft of the taxpayer.

Well, you can smell pot from a mile away so itd be easy for a cop to pick you out if your smoking while driving (If he stops you)or other.....I tried it once and felt nothing so i went back to milk and cookies.
