i'm one of those guys taht openly supporting paying people in high risk groups a $5000 handout to accept a 10-year pregnancy shot. Start giving the shot at 13 or whenever. They can't start making a family til they're 23 or later, in which time they have an income, education, residence, and have grown the fck up a bit. Completely voluntary shot.
You can label it anything you want - but watch what happens when our nation's productivity skyrockets and the welfare costs are WAY down in a decade.
