here in switerland, you can, but itd be either only pasta with nothing, or bread with mayonaise.
i cant think of any european nation where 4usd a day would feed anyone properly.
In england I could eat 10 whole eggs, 1kg rice, and 2 litres of milk for 2.5 pounds/4 dollars

I don't spend much more than 8 bucks a day for my home cooked food. I buy in bulk from Costco. Diet consists of Eggs, Turkey breast, Chicken Breast, Tuna, Oatmeal, Green veggies, whole wheat bread and almonds. I'm always checking the local market for deals on steaks which I usually find marked down 70% twice a month. I stock up and freeze that meat. I don't do this to be cheap I just find that being smart about it saves me 100-150 bucks a month.

Stereotype diet. I'm surprise the white boys aren't all over you on this one. Oh, arce must be from a poor country to come of with that number. When I was in Mangueira, $4 per day was the magic US dollar number to cover your daily meals. I'm talking nice South American meat, definitely not a McD's heart attack menu or some of these fools coming with a spoon of rice and a can of tuna.

Generally agree. Things may seem hard or even be hard at first, until we actually are forced to live a certain way. Then you either adapt or lose the struggle.

Even to this day when I can pretty much eat whatever I want, whenever... I have to admit an occasional bowl of Ramen is still one of my guilty pleasures. I actually like the taste and variety but wouldn't want to be forced to eat it all the time, your sodium would be through the roof!!

generic mac n cheese = .$50/box... plus 1gal milk/wk ($.57/day)
plus 1 tub butter every 6 weeks ($.07/day),
1 can ravioli/day ($.89),
1 bag walmart chicken nuggets/wk ($.71/day),
1 jug bbq sauce/month ($.13/day)
Total = $2.87 per day.
(steal water from water fountians and save a quarter)
not a great diet for a bodybuilder, but you get kcals.

this^^^I'd rotate rice with pasta every other day or something. $4 bucks is still pushing it but $6 bucks is doable.

Throw in a water fast day once a week and take that money you save on that day to buy a couple of cheap jars of nuts.

I doubt I could make it on $4 a day for food and I have no desire to try. Today I spent over $30 just buying stuff to fix for dinner. Granted, I didn't use all of what I purchased and what's left can be used for another meal, plus that $32 included a $12 bottle of wine. The dinner was for enough for my wife and myself for those who are keeping a tally.
I fixed prawns plus pasta with Alfredo sauce, sautéed mushrooms, capers and fresh grated parmesan cheese. For a vegetable, I sliced a zucchini, grilled it and served it with sundried tomatoes on top.
I have about a half pound of prawns left, some sliced mushrooms, one zucchini, 3/4 a jar of sundried tomatoes and a 1/2 jar of Alfredo sauce. I am presently drinking the last glass of Chardonnay.

ha, man a person doesn't need to eat that much. A bowl of oatmeal, or cornflakes, milk (or water if you are really cheap), and then tuna for lunch, or skip lunch and do tuna for dinner.

Nope. When I bought the stuff for dinner, I though our daughter would be eating with us, but she bailed to spend time with a friend up the street. My wife doesn't drink. The bottle of wine was intended for two minus a little I put in the Alfredo sauce. I have a policy that once you open a bottle of wine you must drink it, it doesn't keep well. LOL! The wine is Kendall Jackson Private Reserve Chardonnay. It is nicely oaky.
When I fix Welsh Rarebit, I use beer. The recipe calls for a cup of beer. I always drink the remainder of the bottle. That's how it goes when you cook.

Canola oil and wheat flower is the cheapest calories available.
You can make a lot of good tasting fattening white bread with high fat content to eat through out the day.

4 dollars a day is easy. It wouldnt be a competition diet, but it can easily be done.
You have to buy in bulk.
2 dollars a day for caloric intake.(60 a month)
Than the other 60 a month for vitamins, beans, etc.
It wouldnt be the greatest diet, but would be far better than what most getbiggers actually eat.

3 eggs, 2 scoops of protein powder. Some spaghetti, potatoes, and rice. Carbs are fairy cheap. I could make it on $4 a day for a short while.

I suspect you are right in that food stamps are meant to be supplement to other resources, such as food banks and government commodities which offer great values on food staples for those who qualify. Depending on someone's total income though, food stamps may be the only means of purchasing food items at the store.
My sister is a single woman. Recently, for reasons I'm not getting into here at this time, her monthly income was reduced to $800. As a result she qualifies for and received $120 in food stamps for the month of November. When she ran out of groceries three days early, I took her grocery shopping. I paid for about two bags of grocery staples which came to $83. Trust me, there were no extravagant purchases involved. I did buy her a bottle of dish soap and some toilet paper in that purchase. Food stamps cannot be used for non-food items such as these.
Just so you know, we are working on fixing the problem that resulted in the income reduction, which will increase her monthly income by almost $700 per month. When that happens (which I pray is sooner rather than later) she will no longer qualify for food stamps. The food stamp situation for her is just a stop-gap and a way of life.
The reason food stamps and other public assistance has "exploded" as you put it, is because a lot of folks have been either unemployed or underemployed since the economy crashed. The requirements for SSD have not changed since President Obama has been in office. Generally speaking, SSD benefits are initially denied to anyone who applies at least twice. Most people like my sister, wait at least two years for a court date where they/their attorney can argue their case in hopes of being granted SSD. Getting on SSD is not as easy as you apparently think it is.
