From memory of the discussion on here between the late Serge Nubret and Jimmy Thomson, Franco was actually wearing an English schoolboy uniform rather than a mini skirt. I imagine a mini skirt would not have appealed so much to Ben Weider. Joe of course liked men dressed as women as revealed by Serge when he commented about Joe enjoying the transvestite brothels in Paris in the early 70's.
