Serge Nubret had his arm measured in the Uk, aged 69. He was wearing a jumper, BUT he was completely cold. 21-22 Inches seems to be THE upper standard for great arms:-

Serge Nubret was all dianabol+no insulin/hgh. and is all Hrt today. without the sweater and with the tape pulled firmly his arms would be 18 inch and i bet theres a shitload of fat there, he looks bloated and ill.

I was there. His Back and Chest are absolutely HUGE (he flicked his chest a few times and it was like something was gonna burst out of his chest) - He had 1 x Sleeveless shirt on under 1 x Jumper.
