I think he is clean. The reason being that he has been so heavily tested. I think he is a true champ, amazing genetics for swimming, and of course has had all the training and right mental attitude to win.
No, these athletes have world class doctors. They know exactly what is going on with the drug testing. They can also bribe high individuals.
So you think anyone who breaks records is juicing? One thing I don't think very few undertand is that EVERYONE who is an Olympian has either has a type A personality or an amazing will to succeed. IMO, Phelps carries that just that much farther than anyone else. Like Lance Armstrong, he's been tested over and over and over again. 9 Golds and how many world records?? and you don't think he would have already been caught?

Do you have any proof, or is this just speculation from your bedroom in Sweden? So, if "everyone" juices, then what difference does it make.
