Last time I checked wellfare was supposed to provide NECESSARY items to the poor, not luxuries. It's like I said on the political board....very few people can't really afford healthcare....they just choose to spend it on car payments for cars above what they need, cell phones, cable TV, sat. dishes, rims for they ride, cigs, booze....etc.....land of entitlement!
