The number of people protesting right now and the number of people who will vote in November are two completely different things.

Everything any politician does seems like a publicity stunt designed to get themselves reelected.  After all, Trump got himself elected on a fraction of the money Hillary spent on her campaign.  So it's possible Trump knows a thing or two about getting himself reelected.
