As I said earlier in the thread, the injuries to the victims are to the lower leg with little damage to the upper body.  A device like this or some variation of it, would make a lot of sense. I've seen land mine injuries in manuals and it looks kind of similar.  It's been a while so I may be wrong.

The pressure cooker is a bad idea imo.  The lid will fail before the pot so it's going to favor one direction unlike something designed to fragment evenly.  That's probably effective if its buried or concealed and you need to target people moving past it, but this was in the middle of a shoulder to shoulder crowd.  If something that spread evenly went off overhead or if there were a greater number of smaller devices then the news would be way worse than 3 dead.
