This is a difficult one. Too much degeneracy in the black male population to hand out individual checks. They'll phuck the wealth off in 12 months. Possibly a state or 2 within a nation but again black males will phuck the state/s up. The logical option would be to restart ADOS from square one, which is happening right now covertly with the new Interracial Marriage Protection Law. Too dense to understand the law is directed specifically at them (black males, not females because women create race scientifically, not that Hebrew Israelite Bullshit).
I would apply an intense whitening program on the population for 4 generations. Black women will push back but since it's a genetic WAR they will lose b/c women don't fight WARS. You'll probably need genetics tests to tell who is even black but you will probably have bred out the riff raff.
