Cheating can be related to some kind of powerplay that the better equipped part of the relationship(not always though) keeps on the side to get over the boredom that's sure to creep in.
On the other hand people cheat to get a new option for moving on as in avoiding a "down period" where nobody is around to fuck or spend time with.

If someone is married and both parties are into having an open relationship, then go for it, I guess.  But honestly I've never heard of extramarital sex strengthening and affirming a marriage relationship (or even a monogamous dating relationship, for that matter).  Typically the opposite effect occurs.
