No, you don't have to "bulk up". Just train and get stronger, muscles will come with time. At this point you have less muscles than average soccer player, there's no way you're gonna look anywhere close to "good" whatever BF you might have.
I mean, with this amount of muscles you COULD look decent at low bf if you had frame. But you have shitty frame so forget about it.
