I think that he made weight. So whatever happened, it was after the weigh-in
He never weighed in, went to hospital, later released, unfit to compete, etc. Again, couldn't make weight, and this is a bullshit story to cover it.

One of 2017’s most anticipated fights has been canned.
The UFC 209 co-feature will not take place as Khabib Nurmagomedov did not weigh-in and was deemed medically unfit to compete against Tony Ferguson.
Rumors swirled early Friday that Nurmagomedov had been hospitalized due to a tough weight cut. Ultimate Fighting Championship officials later confirmed that Nurmagomedov had been released from the hospital but was not cleared to take the scale.

Lost a lot of interest in the card after that... was going to be an entertaining scrap. Hunt vs Overeem and Woodley vs Thompson is still pretty good though.

Apparently he was over by 6lbs and his body failed. He went to the hospital without notifying the UFC - if he did, supposedly the card could be saved.

Khabib has NEVER made 155lbs, always 156. This being interim champ fight he would've had to make 155. He's fucked now, I guarantee he will never get close to a title shot again at lightweight. Dana is well pissed.

when you can't make weight you should automatically drop out of the rankings, he should have to make weight and fight at least three times before he gets a shot again. Or they should automatically only be contracted to fight in the next weight division up, a lot of people won't buy that card now, woodley thompson first fight was crap, its just been rehyped, woodley winning was bad for business he's not that entertaining in comparison to Lawler etc, he's boring.

they usually attempt the one day weight cut which is basically not eating and taking laxatives 24 hours prior to weigh in
I knew a powerlifter who did this and he went from 237 to 220 n less than 24 hours
