My guess?  Spain and other countries are so sure that you must dope to win.  Look at the TDF and see how many from Spain get caught and the reason why, it's what I just said.  And if the team doc can't figure out how to make them pass a test then they are out...mentally or physically they are done.  Anymore, IMO, the best country with the best GH, the best trained athlete accordingly and the best athlete who responds best to GH wins in any endurance sport period.  There is no ample test for it and it's wide spread beyond belief.  Nobody believes GH will make you faster, just train harder to recover better and faster to be better...end of story!
