First, you would have to prove that Jason constitutes a "vulnerable adult." You can only make a call to the abuse hotline if the person is a "vulnerable" adult. Given that Jason drives, has a job, his own apartment, pays his own bills, etc, he may not qualify as a vulnerable adult.
Second, in the state of florida, anyone who suspects abuse is REQUIRED by law to report it, even citizens. If they don't, they can face jail time or pay a fine. With that said, given Jason's notoriety, there are MILLIONS of people who would technically be held responsible for not reporting the abuse (if it indeed constitutes abuse). Thus, I am not too sure why they would only pinpoint his mother, considering she likely does not have legal guardianship of Jason, thus she is not responsible for him, nor is she necessarily more responsible than anyone else to report the potential abuse of Jason.
As stated, it gets tricky because Jason is an adult, then you would also have to prove that he falls under the category of being a "vulnerable" adult, if anyone was going to press charges against his mother for not filing a complaint with the abuse Hotline.
Actually, you could call the Abuse Hotline right now and report those who are filming Jason and taking advantage of him. You don't have to provide your name or any details--you can remain anonymous. When you call, they will ask you a crap load of questions, then they will determine if they are going to take the case and investigate or not.
