It's not surprising that those two folks surrounding the stabbing didn't act. An unarmed person vs. a guy with a knife - who do you think would win?

my guess is he is gravely mentally ill. he makes sure to kill her (stomps her head in the end i think) and then stays there like he wants to be caught. he was later arrested on the spot by police the video description reads.

In fairness Im going to guess she was a goner within the first 3 stabs that occurred in less than 10 seconds,most people from any country would freeze up if they saw some maniac with a knife going to town on someone, self preservation instinct kicks in quick.
