CBS News) WASHINGTON -- The health care website went down again Monday for an hour and a half, and no one is sure why. It's being taken offline on purpose every night from 1 a.m. to 5 a.m. for repairs. Millions are still having trouble buying insurance on it, and it turns out that even when the website works, it may not be secure enough to protect privacy.
As HealthCare.gov was being developed, crucial tests to ensure the security and privacy of customer information fell behind schedule.
CBS News analysis found that the deadline for final security plans slipped three times from May 6 to July 16. Security assessments to be finished June 7 slid to August 16 and then August 23. The final, required top-to-bottom security tests never got done.
The House Oversight Committee released an Obama administration memo that shows four days before the launch, the government took an unusual step. It granted itself a waiver to launch the website with "a level of uncertainty ... deemed as a high (security) risk."

Waiting for HealthCare.gov to get fully functional? You might be waiting a little longer.
The Washington Post is reporting that an official with knowledge of the technological demands on the government's online health insurance marketplace says it is not likely the site will be fully functional by the end of the month, as the Obama administration has promised.
The primary issue for the site is how to handle the large numbers of users seeking more information on insurance plans. The site was supposed to be designed to host up to 60,000 users at one time, but it is having problems when half that number log on at once.
Bug hunting by the site's primary contractor, CGI Federal, has been problematic as well; the Washington Post's source indicates that only about 60 percent of the site's problems have been effectively addressed.
President Barack Obama has assured the public that the “website is already better than it was at the beginning of October, and by the end of this month, we anticipate that it is going to be working the way it is supposed to, all right?” That's looking ever more unlikely, which would force Americans seeking insurance to use alternate means: telephone call centers or direct contact with insurance carriers.
But the problems radiate outward from the faltering HealthCare.gov site. While there are more than 10,000 employees at 17 call centers, those employees often lack the ability to make changes in customers' files. And insurance companies seeking to sign up customers directly must deal with the same problems in HealthCare.gov as individual users.
The Centers for Medicare & Medicaid Services, a division of the Department of Health and Human Services, indicates that work on the site has taken effect; wait times are down from eight seconds per page to one second, and errors are affecting only 2 percent of users, down from 6 percent.
This follows on the heels of former President Bill Clinton's suggestion that the Obama administration keep its promise to allow all Americans to keep their current insurance plans, a proposal that, as it turns out, could leave the entire program on shaky financial footing.

An Obamacare marketing campaign is being put on hold because the White House fears that a rush of customers to the hobbled HealthCare.gov website could crash the system.
"Our concern is that we want to make sure that people have the right expectation going into this," Jennifer Palmieri, White House communications director, told The New York Times.
"Early October was a frustrating experience for users," Palmieri said. "We are preparing for the outcome that we have as many or more visitors as we had on Oct. 1."
About 4.7 million people visited HealthCare.gov that first day, Obama administration officials told The Times.
According to the report, administration officials are encouraging Americans to use the site but are working to not create too much demand. HealthCare.gov is greatly improved, officials said, but they cautioned that it might not work well for everyone.
"We are definitely on track to have a significantly different user experience by the end of the month," Health and Human Services Secretary Kathleen Sebelius told state and local elected officials in a conference call on Tuesday, The Times reported.

Even if, AND THAT IS BIG IF, HHS were to not pay some of the money due to the poor work by contractors, the $319 million is still absurd.

Sure and they were speculating, it didn't cost that much and hasn't so far. It's hard to predict the final cost as issues can arise and you know corruption but either way it's too high. Initially the cost was roughly 150million, however, as you can see that's increased. My only contention was the original number, regardless it's a clusterfuck and unacceptable
