Aboriginal tribes get billions in annual handouts. The corrupt chiefs are the ones that pocket alot of it. Clearly the money isnt going where it's supposed to and that's an issue the community has to sort out.

I saw them sitting on street corners when visiting in downtown Calgary, vomiting on the sidewalks they'd sit on and passing the same cigarette across 4 people while yelling at random whites to give them free money.
