I would say either spain,portugal,or from the U.K..

hotspots: Mexico,Thailand,Pakistan or anywhere near china, canada, netherlans, British columbia, serbia..

The UK in general, specifically some of the more remote parts of Eastern Europe. 

Those spots are not hot and they will most likely get through if your source has half a clue what they are doing.
