Test levels have declined since the good old days.

Here is the decline over the last 25 years in older men:

This is a 20% decline since the 1980's

I'm guessing it is similar for younger men.

It's not just better foods, it's also that these guys were far more physical at work and play than most people are today. Hours of manual labor + hours of physical hobbies will lean you out in a hurry. Also those guys were small, most of the ripped guys in those photos, minus Sandow and Saxon, were #150 - 180 usually.
