race unknown = 18.4% = black not african american.
so black = 22.8 + 18.4 = 41.2 %
Most important thing, black ppl represent only 13% of the total population but 22.8% (or 41.2%) of welfare user.
So of course the number of white on welfare is higher, cos they represent 72% of population.
