I think even people who think they would never run over a mob, might do so without even thinking about it if the situation got intense enough.


Until there isn't a possibility of prison time for a person forcefully evading detention by a mob, a button within the vehicle that, when pressed, would blast out a rapid gunfire recording, indiscernible from regular gunfire, would have everyone scattering and allow the driver to escape. People wouldn't have time to process what was happening and would instinctively run away from the car.
