Because most Thai men use prostitutes. It's part of the culture. It's no big deal like in America. The locals prostitute scene dwarfs the foreigner scene in size. It's just the foreigner scene is in your face in the tourist areas, whereas the local scene is more discrete. For example, a significant percentage of female Thai university students are sugar babies for older Thai men. They use the money to fund their studies, scooter, latest iphone etc. When they finish university most will start working and live a normal life like nothing happened, and some will continuing being some upper class Thais mistress. Then you have all the karaoke bars where Thai men go to drink and sing, and after fuck the hostesses.
And who do you think owns the land, bars and clubs in Pattaya? Thais do, and they created the "theme park" to extract money out of foreigners. Prostitution is a large part of the Thai economy.
