Campaigns warn of chaos ahead of Nevada caucuses

LAS VEGAS - With the Nevada caucuses days away, campaign officials and Democratic activists are increasingly alarmed that they might prove a debacle as damaging as the vote in Iowa, further setting the party back in its urgent effort to coalesce around a nominee to take on President Donald Trump.

Campaigns said they still have not gotten the party to offer even a basic explanation of how key parts of the process will work. Volunteers are reporting problems with the technology that's been deployed at the last minute to make the vote count smoother. And experts are raising serious questions about an app the party has been feverishly assembling to replace the one scrapped after the meltdown in Iowa.

"It feels like the [state party is] making it up as they go along," said one Democratic presidential aide, who spoke on the condition of anonymity to discuss the process. "That's not how we need to be running an election."

Adding to the challenge is the complexity of Nevada's caucuses. Unlike in Iowa, where caucuses are conducted in one evening, Nevadans have the option of voting early. At sites across the state, Democrats can rank their top presidential choices on a paper ballot.

On Saturday, caucus day, Democrats can gather at one of about 2,000 sites to vote for their preferred candidate. If their first choice doesn't get enough backing, voters can throw their support behind someone else, a second round of voting known as "final alignment." Early voting preferences will be treated the same way, as though the voter were attending in person.

The Nevada Democratic Party is notifying about 1,000 early-voters that their ballots have been voided for errors, the Nevada Independent reported Thursday.

The number of voided ballots account for 2.8 percent of 36,000 ballots cast in three of the first four days of early voting. Election officials said they are counting another 39,000 ballots, which could result in more unusable ballots.

An election official told the Independent that most of the errors were from people who failed to sign their ballots. Affected voters are being notified by text message and will have the opportunity to participate in-person at Saturday's caucuses, according to the newspaper.

The Hill has reached out to the state's Democratic Party for comment.

The report came has added to anxiety about whether the caucuses will run smoothly after the debacle with the Iowa caucuses earlier this month, which resulted in a recanvass called by the Democratic National Committee (DNC).

The Nevada Democratic Party won't say for sure whether results from Saturday's caucuses will be released on the same day that votes are cast. They're reminding people that it takes time to count votes and more time to report the results.

But the operation they've set up will guarantee screw-ups somewhere along the way, given the technology involved and the simple fact that most volunteers who will be responsible for turning the results in to state party headquarters will be untrained in how to do it.

Associated Press:

Election officials, in general, have been raising concerns about public expectations to report results quickly, noting that totals reported on Election Day are unofficial. It takes weeks for votes to become official, after the results are checked and any irregularities are investigated. Election experts say it’s better to slow down reporting if problems surface to ensure results are accurate.

“If they set up expectations now, that’s a lot better than bungling the reporting like they did in Iowa and have everybody question what happened,” said Lawrence Norden, an elections expert with the Brennan Center for Justice at NYU’s Law School.

Expectations of a clusterfark won't lessen the humiliation when it happens. But at least we won't be surprised when mass confusion and chaos reign, right?

Is this really the best that a political party with tons of money and the best 21st-century technology at its disposal can do?

Nevada Democrats were going to use the same mobile app developer as Iowa, but quickly sidelined those plans. Instead, they will deploy party-owned, internet-connected iPads
