Effectively, yes. If you're pay is docked you're making less than you were, and then when it goes back up, you're effectively making more.
Stop with your bullshit semantics arguments and look at the end result - people are paying more now than they were a couple days ago, no matter how you cut it.

I may try that this year

I'll explain to everyone that they are going to get a raise in June but first I'm going to cut their pay by 25% from Feb thru May and then I'm going to reinstate their original salary in June and that will be their raise

do you honestly think anyone would consider that to be a raise ?

If the answer is yes then I've really underestimated the intelligence level on this board

If your employees get demoted and their pay drops... their salaries decrease. If they later are promoted back, their salary increases. That is and EFFECTIVE raise, is it not? People are paying more money now than they were. Guess what, it's an increase in taxes on the middle class.

Which has zero to do with anything, again. If their pay goes down for whatever reason, its a decrease. If it goes up, it's an increase. There is no fucking way you actually can believe the shit you're spewing.

The payroll tax went from 4.2% to 6.2%.

That is an increase of 2%.
