No science, just an enormous fear of the unknown. Retrospectively, science or no science, fewer people interacting resulted in less exposure and fewer COVID cases, hospitalizations, and deaths.
There was a brief 10:00 pm curfew mandate in Oregon in June 2020 on bars and restaurants. Some other businesses decided to close early as well. Also, during this time, stores, bars, and restaurants, etc. were mandated to limit the number of customers entering the building. There was someone assigned to count the number of people as they entered the building. When the limit was reached, the next person in line had to wait until someone left before they could enter. On March 23, 2020, the governor mandated the closure of all non-essential businesses.
This is a list of the mandates/restrictions the governor issued in November 2020:
-Limiting restaurants and bars to take-out service only.
-Closing gyms and other indoor recreational facilities, museums, and indoor entertainment like theaters.
-Closing outdoor recreational facilities, zoos, gardens, and entertainment venues. City parks and playgrounds will remain open.
-Requiring all businesses to mandate that employees work from home when possible, and to close offices to the public.
-Limiting grocery and retail stores to 75% capacity and encouraging curbside pickup service.
-Prohibiting visits at nursing homes and other long-term care facilities.
-Limiting social get togethers, whether indoors or out, to no more than six people from two households.
Limiting worship services to 25 people when indoors and 50 people when outdoors.
Businesses were allowed to reopen on a county-by-county basis depending on the number of COVID cases and hospitalizations.
Many people in Oregon were so upset by these on and off restrictions that they demanded Governor Brown be recalled. On three different occasions, petitions were signed to recall her. None of them gathered the required number of signatures.
One saving grace is that Oregon ranked third in number of COVID cases and deaths. Vermont and Hawaii were the two states with lower numbers than Oregon.
So while the governor issued restrictions were not consistent because it was kind of an on again off again happening, we did end up looking pretty good when all was said and done. What we cannot know is whether these numbers would have been greater had there been no restrictions/mandates.
Masks were mandated from the onset to until March 2022. As it is with the rest of the country, masks are still mandate in medical settings which includes pharmacies, dentists, audiologists, and optometrists. On April 18, 2022 the federal mask mandate on public transportation was lifted.
