The mayor should create a program where the police go there and arrest all of the junkies for public intoxication along with any drugs they have on them. They would be sent to a giant detox unit for a week or so where they would be fed, washed their clothes, take a shower, etc. After they leave the detox a % of them (maybe 20%) would quit the drugs. Some of those people haven't been sober in years and the detox would help them think straight for the 1st time in a long time.
Those who go back to the street and start using again would be rounded up again and put through detox again along with given work to do during this time.
After a few times either the junkie will quit the drugs and go straight or leave the area to avoid being caught again. Either way, the city wins. You simply cannot have a society where people like that congest a city street or area like that. It isn't safe for the citizens who pay taxes and live there.
