The people who migrated down to the equitorial regions of the world were exposed to conditions which caused the lighter complected to not survive and bear children as readily.  The result is that in the gene pool, the concentration of genes that made the skin be darker grew greater, resulting in the population aquiring a darker complexion.

If you look on Italy as a model for this phenomena, it goes like this...In the north of Italy the indenenous population are fair skined, blue eyed, light hair...In Sicily, they are swarthier, brown eyed, dark hair...All the better to survive the Ultraviolet.

I read Europeans needed shorter, compact, hairier bodies  to survive in the cold and higher elevations of mountains areas. That is why spaniards are hairy fucks.

Sorry, but as far as I know there is no such thing as Devolution; at least not in the context you're trying to use it.

If a traits changes in a way that it returns to a previous state, that is still called evolution.
