On November 6 of 2012 it was legalized in the US, but in Canada, very same day, the Conservative government's omnibus bill passed which set mandatory minimums for as little as 6 plants (clones and seedlings count as plants too).
I know old people who are retired with more than 6 plants growing in their basement. They live off old age pension and social security. Technically, the government could put them in jail and spend dozens of thousands of dollars each year to keep them incarcerated. It's insane.
My growing license expired this past December but I haven't grown since I bought my new place. I have a garage full of brand new growing equipment that's never been used. I should sell it on eBay to the people down south. I still can't believe it's legal in the US but illegal here. We live in crazy times.
