Say you're running a political city government from behind the scenes. No one knows you're in charge, you've never been elected yourself, but you control access to power, you put people in office through your ownership of the media machine.

You find that the best way to "get things done" is to hire local mob goons - they're loyal, cheap, fearless and efficient, and they don't talk if they get caught. Eventually, it begins to circulate that some of these guys are "connected to organized crime." So, you allow you media whores to report the story, you "clean up" government, and you get another set of mobsters ready to fill the vacancies.

Your media machine gets cred, the system looks like it works, the status quo continues. Rinse and repeat.

We tend sometimes to think there's a clearly defined line between good guys and bad guys, but there are underlying layers, hidden power struggles, and "middle managment" stuff going on all the time that is disposable. Just like what will happen when they're done allowing The Fed to be thrown under the bus, so we can all eventually assume that the monetary system has been fixed.

As long as we ocassionally see something like this take a hit, and a media entity get cred for the exposure, the "system" really does work. Just not for us.
