It is very clearly in the language heard everyday in all of our media (news, t.v. shows, social media) which accounts for almost all of our communication mediums, and it is also institutionalized (ex. government programs). You've all heard that it is impossible to be racist against a person for being white, this is a widely held view which signifies a social acceptance for racism against whites. You've all heard the term "white privilege" which suggest a white person had everything handed to them, which is clearly untrue, but this has resulted in a plethora of government programs for specific races and none specific for white people.
It is now very common for governments and large corporations to have "diversity hiring programs" where a white person, and especially white males are not qualified based on their skin colour and gender. We see the calls against white people in social media memes and clips every day. This is now global, currently in Africa a new apartheid is occurring, where white people that have not gained their land because of the black apartheid are be expropriated because they are white. It is certainly more subtle than slavery, but find me one white person alive today that is responsible for past racism, there are none. They are all dead. The message is loud and clear, it says that you can be prejudiced by white skin and society will not only lack condemnation but also applaud you for being a racist when the subject is white skin..
