Just a guess, but many times when entered in the system, they have to be put in to what they closely resemble, this is according to the FBI---
1=Black Male
2=White Male
3=Asian
4=Native American
5=Unknown

in MD, many Latino (Hispanic) men either fit into White or unknown. Because being Hispanic is not a race, but a ethnicity. There are Black Hispanics, White Hispanics, Mestizos, etc.
