Title: Serious queston: Who controls who gets 800,000,000,000 stimulus money?

In reality, most of it goes to Obama's butt buddies in one way or another.
He pays off only what he had to, and the rest goes to his "green" buddies, or other equally worthless companies that always wind up taking the money and then going out of business.

Sometimes it will go to the States who will disburse. Sometimes an executive agency may disburse.

Might be other ways I'm not familiar with, but those are the big ones.
