Best time to do away with someone you hate is during celebrations that use loud fireworks.  July 4th and on New Years day at 12am.

I'm pretty sure no matter how armed you are.  Once you left your house you'd be bombarded by thugs, cops, military all armed more than you.  I would just sit tight while everyone kills each other off.
