Let's say that one of the 'dead kids' was a DEA informant.  A local wannabe drug kingpin shoots the kid to death. 

Drug guy is arrested and goes to trial.  His defense counsel argues that the dead kid was already dead *before* his client shot him. 

To support his claim, he produces a room full of witnesses that testify that the police had told them that the kid was already dead at the time he is alleged to have been shot. 

Hmmm...

no you simpleton...its about liability and anyone who is responsible for a school district should not allow a school employee to engage in these acts because of the repercussions it could have on other tax payers.

What are some of the potential repercussions?  It was within the scope of the program devised by the California Highway Patrol. 

In my world, there would be significant penalties for DUI, and then we could just take kids to the courthouse a couple of times a year so they could watch people being sentenced to years in prison for DUI. 

But since the alcohol lobby controls state legislatures...
