That's not actually true regarding the IRA - various splinter groups are still very active and pose a significant threat, it's just that the authorities have the upper hand these days and various political settlements have created a tenuous peace. Manchester's Arndale shopping centre has been evacuated just hours after a terror atrocity at a concert in the city.
