Simple plan:

Legalize marijuana, govt regulate and tax the living shit out of it.  its the largest cash crop in the world.
Legalize prostitution, govt regulate and tax the living shit out of it. worlds oldest profession.
legalize gambling, govt regulate and tax the living shit out of the casinos= win win for everyone except the indians who might see a slight decline in biz, but they have been getting away with highway robbery for years.

And the budget problem is solved.

However every time something has been tried in CA to combat the invading hoards of unskilled third-worlders, it's been attacked and blocked by groups such as the ACLU and other under the old war-cry of racism.

The way I understand it, an illegal actually can't get most forms of welfare, but there is no checks on the system here. All it takes is fakes papers and six illegitimate kids.

California's ENTIRE budget shortfall could be fixed by retaining the cash that is perennially flushed down the social-service toilet to illegals.

True story: I worked with a mexican guy who told me that he had seven kids on the WIC and food stamps in CA. NONE of them had ever been to the US! He simply went into the local WIC office and filled out the form, and they never checked on anything.

Dude, 150k Californians pays the taxes for 34 million people.  How sad is that?  We're not even saying that people pay higher taxes, but that more people just need to pay some form of tax.  We pump so much money into an education system that ranks near the bottom.  California's problem, like AZ, is having to shell out money for ESL and other similar programs.

Cutting welfare would be a great start to fixing this problem.

4.  Welfare

I would say that most of CA's problems are with illegals and their related costs.  The fraud they commit on the taxpayer is so rampant its insane.

I agree it is annoying to have illegals leaching off the system but that will never change, it is political suicide to try and campaign on a hardline immgration stance. I think the door has been opened far too wide to ever shut it again.
