By the middle of the week, as cities across Afghanistan were falling like dominoes to the Taliban and U.S. diplomats appeared increasingly at risk, President Biden’s plan for an orderly end to the United States’ longest war was quickly falling apart.

On Wednesday evening, Biden convened his top advisers to assess the ominous turn of events. One by one, in the cramped Situation Room in the White House basement, National Security Adviser Jake Sullivan, Defense Secretary Lloyd Austin and Secretary of State Antony Blinken outlined the administration’s options for ensuring the security of U.S. personnel. Biden asked them to return with recommendations.

When the aides reconvened early the next morning, things had gotten worse. The Taliban was taking control of more and more of Afghanistan’s 34 provincial capitals, most of them seized without a major fight, and the militants were bearing down on Kabul, the national capital. After being briefed by Sullivan and Austin, Biden gave the order to activate a plan deploying troops to secure the Kabul airport and create an evacuation route for Americans on the ground.

Blinken called Kabul, where the U.S. Embassy’s top diplomat was already presiding over packing and document destruction, and told him most embassy personnel would move to the airport. At U.S. Central Command in Tampa, military leaders ordered intensified airstrikes on militants driving toward Kabul, hoping to slow their advance as U.S. personnel and their allies scrambled to get out.

The Taliban, which for hours had been in the outskirts of Kabul, announced soon after they would move further into a city gripped by panic throughout the day as helicopters raced overhead to evacuate personnel from the U.S. Embassy. Smoke rose near the compound as staff destroyed important documents. Several other Western missions also prepared to pull their people out.

Civilians fearing that the Taliban could reimpose the kind of brutal rule that all but eliminated women’s rights rushed to leave the country as well, lining up at cash machines to withdraw their life savings. The desperately poor — who had left homes in the countryside for the hoped-for safety in the capital — remained in their thousands in parks and open spaces throughout the city.

President Ashraf Ghani flew out of the country, two officials told The Associated Press, speaking on condition of anonymity because they weren’t authorized to brief journalists. Abdullah Abdullah, the head of the Afghan National Reconciliation Council, later confirmed in an online video that Ghani had left.

“The former president of Afghanistan left Afghanistan, leaving the country in this difficult situation,” Abdullah said. “God should hold him accountable.”

Robert Gates, who served as defense secretary for the Obama administration, paused for a moment and said "I don't know" in an interview Sunday when asked if he thinks former VP Joe Biden would be a good president.

CBS's "Face The Nation" host Margaret Brennan asked Gates if he stood by a statement from his memoir that Biden has "been wrong on nearly every major foreign policy and national security issue over the past four decades."

The calls come as both Beijing and Moscow have signaled an openness to recognizing and working with the Taliban, which over the weekend swiftly ousted the Western-backed government in Kabul.

Blinken spoke separately with Chinese Foreign Minister Wang Yi about developments in Afghanistan, including the security situation and both countries' respective efforts to bring U.S. and Chinese citizens to safety, State Department spokesperson Ned Price said in a statement.

Several U.S. media reports have estimated somewhere between 10,000 to 40,000 American citizens are still in Afghanistan as of Tuesday.

The Daily Mail reported 40,000 Americans are stranded in Afghanistan, while a White House official reported only 700 Americans will be evacuated Tuesday. Monday saw 150 Americans evacuated, a Newsy reporter tweeted:

U.S. Government to Americans Trapped in Afghanistan: We ‘Cannot Guarantee Your Security’

The U.S. government sent a notice to Americans trying to escape Afghanistan after a rapid takeover by the Taliban over the weekend, telling them to make their way to the airport in Kabul, but that it could not guarantee their security on the way there.

A congressional aide told CBS News there were no partners left in Afghanistan to safely get the 10- to 15,000 Americans trapped around the country to the capital of Kabul.

Instead, a note went out to American citizens requesting to be evacuated from Afghanistan that said:

To American Citizens,

Thank you for registering your request to be evacuated from Afghanistan. The U.S. Embassy in Afghanistan has confirmed that an undefined number of U.S. government-provided flights will begin soon. Please make your way to Hamid Karzai International Airport at this time.

It said in bold and capitalized letters:

PLEASE BE ADVISED THAT THE UNITED STATES GOVERNMENT CANNOT GUARANTEE YOUR SECURITTY AS YOU MAKE THIS TRIP.

According to White House press secretary Jen Psaki on Tuesday, there are more than 11,000 American citizens trapped in the country. However, this was “self-identifying” Americans only.

As the Taliban began seizing provinces across Afghanistan in recent weeks, the CIA’s intelligence assessments began to warn in increasingly stark terms about the potential for a rapid, total collapse of the Afghan military and government, current and former U.S. officials told NBC News.

In the end, the CIA’s description of what a worst-case scenario could look like “was pretty close to what happened,” one former official briefed on the matter said.

The White House won’t confirm whether President Joe Biden ever received such a dire forecast from his national security team. The president himself appeared to dispute a month ago that intelligence suggested the increasing likelihood that the Afghan military would fold.

But it is precisely that outcome that has emerged as one of the administration’s chief arguments to justify the president standing by his decision to end the U.S. military operation in Afghanistan.

CIA officials were taken aback by the rapid pace of the military’s pullout, including the dead-of-night withdrawal from Bagram Air Base in July, according to the former official. And many officials are expressing annoyance at the State Department, which officials say was extremely slow in processing the paperwork needed to deal with Afghan translators and others eligible for resettlement.

“Interagency coordination, especially among warfighters, diplomats and intelligence officers, is critical at times like this,” the former official said. “Obviously, it was deficient.”

We saw Joe Biden's horrible press conference. Sixty-nine percent of American disapprove of how he handled the recent debacle in Afghanistan. Who else was involved in this disaster? The first domino to fall in Afghanistan was caused by secretary of defense Lloyd Austin and chairman of Joint Chief of Staff General Mark Milley. According to the AP on July 6, 2021:

The U.S. left Afghanistan's Bagram Airfield after nearly 20 years by shutting off the electricity and slipping away in the night without notifying the base's new Afghan commander, who discovered the Americans' departure more than two hours after they left, Afghan military officials said.

The Afghan commander of Bagram Airfield tried to put a good face on the sudden withdrawal in the middle of the night, but it set the stage for the collapse of the Afghan military and the Taliban blitzkrieg in Afghanistan. Suddenly, the Afghan military that trusted us realized there would be no orderly withdrawal of American military forces. They could not even count on the Americans to leave the electricity on for the Afghan military as the American vanished into the night. The dominoes started falling quickly and soon led to Saigon 2.0 in Kabul.

Timelines are important. On June 23, 2021, less than two weeks before deserting our Afghan allies in the middle of the night, Sec. Austin and Gen. Milley testified before Congress. U.S. rep. Seth Wilbur Moulton, former Marine Corps officer, specifically asked both Sec. Austin and Gen. Milley about evacuation plans. Rep. Moulton made several poignant comments:

As we withdraw from Afghanistan, we have not seen an operational plan to save our brave Afghan partners and allies.
