I think the Rwanda figure surprises me because though it was many years ago when I hear Rwanda, my mind gets stuck thinking of the genocide and picture refugee camps and think of the "rivers of blood."

Percentage of PhD's awarded to women, 2009. The highest percentage is in Psychology, the lowest Physics.

Yes, that's the dominant item in my mind when I hear 'Rwanda' as well.

30% of the seats in parliament are reserved for women under a quota system. The latest parliament is over 60% female, meaning the country really does prefer women to some significant degree (it isn't just the quota system creating high numbers).
