What should constitute a National Security Risk?

3 people killed, nearly 200 or so injured.

Should it be numbers of killed/injured?

Should it be 'potential' harm?  Not sure how that could be objectively measured.

Should it be the value or perceived value of the target?


The FBI has had a Top 10 List for how long?  No shock that there are dangerous people out there.

So, does the risk in this case justify the police action taken?

The biggest National Security Risk facing the USA are the trillions of WMD printed up by the FED annually.
