The cost to deploy the military half way across the globe towing its supply chain to fight against the 2nd largest economy probably dwarfs the ammo cost (initially).

I don’t see why drawing down old ammo and equipment is a bad thing. The consideration might be that it’s probably old generation stuff the US wouldn’t want to use themselves anyway.
