SACRAMENTO —  California will become the first state in the nation to mandate later start times
at most middle schools and high schools under legislation signed into law by Gov. Gavin Newsom
on Sunday, a proposal designed to improve educational outcomes by giving students more sleep.
The new law, however, is not without controversy. It was opposed by some school officials and
rejected twice before by lawmakers and Newsom’s predecessor.

“The science shows that teenage students who start their day later increase their academic
performance, attendance, and overall health,” Newsom said in a statement. “Importantly, the
law allows three years for schools and school districts to plan and implement these changes.”

The law will take effect over a phased-in period, ultimately requiring public middle schools to begin
classes at 8 a.m. or later while high schools will start no earlier than 8:30 a.m. The law does not
apply to optional early classes, known as “zero periods,” or to schools in some of the state’s rural districts.

When I went to public school (NYC), after a certain grade (fourth, maybe) kids were grouped by ability,
so the smart kids were with smart kids, and on and on.  No such thing here in CA.  The disruptors are
with the pointdexters.

I was in NH and they did the same thing with "reading groups" back in the 1960's.
One of my earliest school memories is from 1st grade.
We were placed in reading groups after this test and some reading aloud ,etc.
One group, got a book with big pics that had 1 word under it.
Another group had smaller pics and with 3-4 word captions under it.
I wasn't with them and thought it looked a lot more fun them my group.

The group I was in had only 4 kids , seated on stools . The books that had no pics with
full sentences with funny sound markings on the words. I learned later these were phonic symbols .

By 3rd or 4th grade they called our little group a variety of insulting names.
Once in the 4th grade I got in trouble after being taunted during kickball.
I was on 1st base and a kid from the other team put tape in my hair.
I got really pissed, tackled him and hit him a few times before they broke it up.
I had to stay after school for a week , but fuk it, I wasn't picked on again in elementary school.

In HS, I got suspended for fighting in the 9th grade.
I was on the math team and we were doing some problems huddled together in the school cafeteria during lunch.
Some dickwad came over and spit up some milk on the paper.
He laughed, called us nerds and ran off.

I saw him in the lunch line, sprinted up , grabbed him and rammed his head into the glass food case.
He went limp and it bloodied his nose but he wasn't hurt badly. It quickly got broken up by this big school janitor.
From that day I was called "the jock -nerd". Not too many football players were also on the math and chess teams.

From a young age I learned that people often confuse being polite and intellectual for weakness.
They were wrong. ;)
 



When I was in the 3rd grade, I live with cousins in Michigan on their farm. Right on the boarder of the property stood a one room school house, which is where my cousins and I attended. There was one teacher. The grades were separated by rows as much as possible. I think it went through the 8th grade. One advantage for students was that we had the opportunity to learn from our classmates in a higher grades.

When I was almost 9 years old, I moved to California to live with my mom and stepdad in Beverly Hills. During admittance to Beverly Vista elementary school, the principal wanted to put me back a grade for no other reason then my previous school situation. My mom refused to allow it. I did fine being at the correct grade level.

The world of education opts for changes every 3-4 years based on whatever is in style, in the college of education.
If more parents simply refused to allow their kids to take part it would end...yesterday.

The trend in education is still using training to the test (assessment testing). Teachers hate it because it dominates the curriculum to the point that is all the kids and teachers are doing. Schools are rated my these test score results. In order to keep their school ratings up, kids having difficulty with the tests get additional instruction and retake the tests until their scores improve. Schools having a larger population of special needs and ESL students really struggle to improve their ratings.

I was a total dummy, but I ran with the really smart kids all of whom had 4.0 GPA's and scholarships out the wazoo. I did better than any of them in life and financially. Go figure.

I have no problems testing students as long as it's fair, clear and on the specific material for student grades.
My problem is with the various state testing to collect data for the dept of education on reading or math levels.
These state dept driven tests have zero impact on the students grade or credit for any course.

Just to be clear:

The Federal government contributes about 8% of the cost of school funding the rest comes from the state and local levels. Although the Feds can withold funds from schools not meeting the Title I test requiurements this very rarely happens, if at all.
